[RELEASE] 13.0.0 (gathering ideas).

We are gathering ideas for future not yet planned NuttX Release 13.0.0 that may bring some bigger (and unfortunately possibly breaking) changes, thus we want to include them in the major number bump.

• types.h: time_t as int64_t #14460
• Simplify NuttX initialization #11321
• PWM driver refactorization? #12381
• Testing reorganization / updates / improvements.
• ..

This Issue is a task on our Project Roadmap [1], please do not close until release is made. Comments are welcome :-)

What should we do with potential changes ready for 13.0.0 and/or stuff that we want in 13 but would break master and short term upcoming 12.x updates? A dedicated branch? Merge to master when ready then going 13? :-) @jerpelea
