Update data in SQL tests to have necessary precision for tests

In 'datafusion/sql/tests/sql.rs' there are some tests that check for milli/micro/etc precision but the underlying data doesnt go to that level of precision. The data for tests should be at the necessary level of precision for whatever level of precision the test is for.
