In rebuilding cryptography 2.4.2 to use openssl 1.0.2 on win/py27, c3i didn't seem to want to build it. It thought the package was already available. The openssl 1.1.1 build was available, but not the 1.0.2 build. That is part of the used vars according to conda-build, so something in c3i is ignoring it incorrectly.
