Does netifaces report signal strength (e.g. as a percentage) of radio based interfaces (e.g. 3g/4g cellular modems, wifi, bluetooth, etc)?
If not, is it possible to add that as a feature?

Sorry, no. As for adding features, the answer is yes, if someone (and that someone might not be me) can work out how to do it on a reasonable subset of operating systems that netifaces works on.
