Tracking available of ports

We have problem when run create-aio-app twice or more, because some port already in use.
Solution:

• track available ports before create project
• use other port if port is already in use

FTR, you can just use an ephemeral port (0) and the kernel will dedicate you some free port.

We use this port into yaml file for app, so we need some specific port.
