Upgrade AggSender to consider auth proofs

Same flow but (if specified through config) the aggsender will query the DB to check if there are auth proofs. If there is no proofs, skip this iteration. Else:

1. Check if the proof is sequential to the previous send proof. If not throw error
2. Build the cert based on the block range specified by the proof
