Improve FOOBAR_FOLDER_PATH jenkins params

Prior to #36, the openjdk_pipeline.groovy was split out between the version numbers. adoptium/temurin-build#2132 did not account for this new scenario and pulls files such as this by folder instead of by file.

Now that these version files have been squashed down (this is the same situation for the regeneration_pipeline files), we can adapt parameters on the generation of jobs to account for this and save time searching for files that do not exist anymore.
