Issue with the amount of clouds in sky true/false card

I have a flow which selects on multiple creteria to lower my sunscreens, and the did react not as I expected. The card which you give the selection if sky is clouded for X percentage did not calulate or true/false is not correct.

See below picure, the card from openweather will say false if cloud is below 45% and als an alternative I now use the a normal logic card. will give me true if clouds are less than 45%.
For example I added now both to the flow to make the image, i reality I now run with the logic.
