NomNom tells users that an election is not available to them, when its not open #214

NomNom tells users that "This election is not available to you" which may make them think they don't have rights to vote in it.

The not available is because it's closed, not because of rights.

Some how the message should be changed to state "This election is not available now" if the election is closed and they have rights, vs the not available to you.

If possible the open/closed state flag should be come multi-state

Open in the future - Tell them it's not open yet, check back later to see when it opens (if the admin can enter a date, say check back on that date)

Open - ususal

Closed - The election is past and is now closed.

Suspended - The election is paused for "suspend reason". We use this for system upgrades, etc. The reason can be edited to include when the window ends.

Thanks for the suggestion; I'll run it by the Hugo admins to see how they want this presented.
