ICellAdapter has no Connect or Disconnect methods

I'd imagine being able to control connect and disconnect of the network (dial and hand-up) would be important for some applications. The current cell modem doesn't provide that capability.

If memory servers, on the OS side we have mapping those methods connect and disconnect, for example, when starting the scan we force a disconnection and then start scanning. I guess it's simple to include those syscalls.
