NO LOGIN, Unable to connect to ssl://localhost:993 (Connection refused)

I always get the error: "NO LOGIN". I updated my firewall to open port 993. Can't seem to make it work. The e-mail address that i'm trying to connect to does allow "IMAP" connections.

      'host' => 'outlook.office365.com',
      'port' => 993,
      'encryption' => 'ssl',
      'validate_cert' => false, //Just for testing, otherwise true.
      'username' => 'USERNAME,
      'password' => 'PASSWORD,

dd($client->connect());

Could anyone point me in the right direction?
