[FR-12] Receiving notifications

Goal

Develop a notification system in the backend that manages notification delivery and a push notification service.

Description

Communication would be easier between professional and enthusiast and vice versa. A notification manager will handle the generation, scheduling, and delivery of notifications. There will be options to enable or disable certain push notifications. There should be some required as a professional, when logged into the app.
