BUG: Create User+ feature error

Describe the bug
I tried to create an account through the [email protected] account using the "Create User+" button on the Manage Users page. I put in my email address ([email protected]) and supplied a password. I then added the admin, aapb-admin roles. Everything shows up in the manage users list and the account is enabled, however when I log out and try to login with the credentials, I get an invalid email or password error.

To Reproduce
Steps to reproduce the behavior:

1. As the [email protected] user, or any user with admin privs, go to Manage Users
2. Click on Create User+
3. Create a user
4. Logout and login as newly created user

Expected behavior
Account login credentials work and you are able to login

Was able to use the reset password feature to get in. This is probably not a bug.
