Set up PHP code formatter

To provide for consistent style and minimal diffs.

Run the formatter in CI so that it verifies PR pushes conform to the chosen tool/style.
Also locally in git hooks if a fast enough one is found. Otherwise make sure it is somehow runnable locally.
