Bug: Scrolling gets stuck on one screen.

The scrollbar still works but scrolling with the touchpad and with a scroll wheel doesn't move the screen

Okay so this bug is known and it's a big one, and I have absolutely no idea what causes it. It's existed on and off for a solid 2 years, same with the bug where avatars get mixed up.

I've looked into it countless times, and found absolutely nothing on how it works or what causes it, so if anyone has some time I would massively appreciate it if a fresh pair of eyes could look into it
