Rate limit issue when using Coinbase Wallet

In discord someone reported a rate-limit issue when trying to use emp-tools with Coinbase Wallet. This deserves a brief investigation into 1) whether this was something we caused and 2) if there's a way we can provide our own infura key to prevent this from happening (and if that's worthwhile).
