A follow-up/add-on to this issue is related to the number of submissions when an assignment has a limited number of submissions.
Situation:
Create an assignment with 10 submissions allowed without penalty.
Submit 5 (arbitrary, more than 1) submissions.
Delete some submission that is not the latest. Their submission count will still be 5.
If the latest submission is deleted, then the correct number of submissions is restored.
Rationale:
Students submitted incorrect files and it was deemed OK to refund submissions, however, deleting incorrect files with later submissions proceeding them did not restore the submission count.
