Expected functionality
The software should think that the bus will wait until its scheduled time if the stop is a timepoint.

Describe the bug
The software thinks that the bus will arrive at a stop beyond a timepoint before the departure time from the timepoint.

To Reproduce
Run predictions on a trip with extended dwell times at a timepoint and an extremely early bus before that timepoint.
