I was watching @mattvenn 's interview with @dineshannayya (https://www.youtube.com/watch?v=lFVnicPhTI0) where Dinesh says that he can't control io pin placement.

Proposal

OR has controls for io pin placement with the place_pin and set_io_pin_constraint commands. OL should expose a way for the user to use them.
