When the compressed file is opened, it is separated into activated (Enable) and deactivated (Disable) folders as is.
It is a huge problem for deactivated scripts to become fully active again.

And how does downloading your scripts make them become active?
Of course (referring to the enable & disable scripts as ⓐ & ⓑ, respectively)
If you download ⓐ one, you'll only find it in the enabled folder of compressed file
If you download ⓑ one, you'll only find it in the disabled folder of compressed file
If you see a mix of ⓐ & ⓑ, you probably have both enabled & disabled folders created in compressed file.
