full moon and new moon days sometimes are one day after what it should #2

What steps will reproduce the problem?
1. use function findFullMoonFollowing(Calendar.getInstance())(the day is 5 Dec 
2012)

What is the expected output? What do you see instead?
It was expected to give 28 of December but appears 29 of December instead.

What version of the product are you using? On what operating system?
0.1.0
OS: ubuntu 10.04

Please provide any additional information below.
However i tried the same thing but for 5 Dec 2013 and the result was the 
correct, i.e. 17 Dec
