Federated Nomad Tokens

Sometimes there are Nomad clusters that are federated with one another. In this scenario, the token in one cluster can be valid for more than one cluster.

Would be good to look into this a bit more and consider each stack having a list of other stacks with which things are federated with. This would better use the same token and avoid additional calls.
