Refactor DCC configs to a file instead of secrets

Is your feature request related to a problem? Please describe.
For non-sensitive app configurations, such as data models and schematic options, it would be easier to put these in a config file instead of storing them in a string as a secret.

Describe the solution you'd like
Create a csv file that users can see on github and edit with a PR. It will contain all DCC-specific configurations used in the multitenant app.
