Right-to-Left Language not Supported on Android 9

Hi There
we run an on-premise RocketChat Server on Ubuntu 16.4 , Integrate with Active Directory and Success log in to Mobile Devices.
there is a problem , when i use a mobile with android ver 7 , Right-to-Left Language is fully support and we very happy a Chat System fully Support "Farsi" . unfortunately on Andriod ver 9 "Farsi Language" , i mean Right-to-Left not support as Android ver 7.

we Research and Deploy a lot of Chat System such as Zulip , Matrix Synapse and ... and finally find out Rocket Chat but this "BUG" stop to deploy for production .
now , what can i do to fix this bug ???

i tried to change language in android 9 to HINDI , when language changed , preview of the Right-to-Left Messages show correct, but when enter to the room, Right-to-Left Messages fall out.

today,When i change Device Language to Persian , Right-to-Left Message Fully Support !!!!
