Pytorch 2.4.0 CUDA 12.4 builds include CUDA support on ARM.

This would allow a (mostly) fair comparison of NGC container vs pip builds on Grace Hoppper (and against x86_64 machines).

The NGC containers 24.05, 24.06 and 24.07 are all based on alpha pytroch 2.4.0 builds, with cuda 12.4, 12.5 and 12.5 respectively, so either 24.05 or 24.07 are probably the fairest comparisons (for closest cuda, or closest pytorch)
