FTE Commitment Overview per team member: change default filtering from 'All'?

The view on the left shows a 40% allocation, on the right it's 90% - I think they are both wrong wrt to reality, but should match. I've held back any potentially sensitive information from this issue, but it may be required to identify the problem.

I think you need to filter by Funded from the drop-down on the right to get the numbers to match.

I think the default for that drop-down needs to change as at present All shows even things that have been rejected. In PR #138 I proposed that the default view should be everything bar stuff that's rejected. Think that makes sense or should the default be just works that's definitely been funded?

I guess, from the RSE perspective, the most useful thing to see is what work the system thinks I'm supposed to be doing on a given day (so only funded work, or work we are fairly sure is going to go ahead).
