Survey responses are dropped if user exceeds events quota

Survey has special events such as survey sent, survey shown, etc.
Those events are not charged.
If a user answers a survey but the user has already exceeded the events quota, the response is never shown because the event wasn't ingested at all.

How to reproduce

Additional context

I believe the same would happen with feature flags if the flag's quota is exceeded
