Portal should 'seed' helpdesk accounts

When creating a user in LDAP we should then generate a matching account in 
roundup (so that the username is the same as the LDAP username) rather than 
letting roundup generate one on the fly

This would allow us to add/remove nosy list people by their normal LDAP uid

Possible Plan: 
have an activateRoundup --user=<uid> script that runs on the roundup server 
that will pull from LDAP and feed into roundup-admin
