In some cases, the host is desyncing in our game, while another player does not desync. When this occurs, if the connected player pauses the game to wait for the host to re-sync, there are occurrences where the game can not be unpaused, even after the host reconnects. We have tried using the hotkeys and clicking the buttons, but neither one unpauses the game, or changes the selection away from paused.
We have:
Deleted Core
Ensured all mods being used are marked 4 with a few exceptions that are marked 3
Shared configs
Shared ModConfig.xml

I've been experiencing this as well so figure I'll drop some more information
I was the host and this happened about 2 times over our session. In addition to not being able to unpause, quitting to the main menu and rehosting resulted in "Could not bind to 0.0.0.0" (It might have actually just complained about binding to the port, I don't remember exactly), requiring me to restart the game entirely before it would bind and allow the other players to connect.
My system:
OS: Windows 10 1903 x64
CPU: AMD R7 1800X
RAM: 32GB DDR4-2933MHz
GPU: NVIDIA GTX 1080
