Issue Description

Cant unlock medicbots interfance with the roboticist ID. Even Tried to let CMO open it

What did you expect to happen?

to unlock it with the roboticis ID. so i can set the bot to patrol

What happened instead?

it did not react with the PDA. or the ID giving it the "This weapon is ineffective, it does no damage" Verb

Why is this bad/What are the consequences?

unable to set the bots as a roboticist to patrol can be an isssue

Steps to reproduce the issue.

Be roboticist and have your robo ID. use it on a medicbot and it doenst work
