Issue Description

Meteors that spawn and fail to hit anything do not despawn when hitting the edge of the station Z-level

What did you expect to happen?

Meteor to not get stuck and spin

What happened instead?

Meteor got stuck and spun

Why is this bad/What are the consequences?

Meteors should either despawn or get moved to the next Z-level when they hit the edge of one

Steps to reproduce the issue.

Wait for meteor swarm to spawn, observe debris, hope one misses the station, watch

When did the problem start happening?

First seen at least two days ago
