Change Template Engine Whiskers #440

Whiskers is not updated anymore. Find a new one that we can use.

  • Requirements: if possible, find a similar library that uses the same syntax {{var1}}, etc.; not too big footprint
  • Implement new Template Engine in PROCEED Engine
  • update the documentation website about Usertasks
