All City chapter leaders within the defined region must agree to the creation of the new Regional Chapter, and there must be no dissenting City chapter leaders within the region.

The agreement needs to be documented and kept on file in case of future disagreements. No verbal agreement will be accepted.

From Me: And does that mean any new city chapters in the region get to have a say after the regional is formed?
