Stop inlining javascript

We don't want to inline javascript anymore because it's insecure to do so. We can enable a content security policy to block this, but we ourselves do this. So this epic is to stop inling javascript all over the place.

• stop inlining css and instead add the rules through javascript #1863
• refactor dashboard's inline javascript #1866
