Explicit Jinja Environment

In order to have more complex templating features in jinja2, it's better to declare an explicit Environment in opsis.
Docs for this can be seen at http://jinja.pocoo.org/docs/2.10/api/

I don't believe this would be a major code change, but would enable things like parent/child templates and include statements.
