Can't update or install packages when two or more vulnerable packages with TreatWarningsAsErrors #14011

Visual Studio Package Management UI, Visual Studio Package Manager Console

Current Behavior

Trying to update one package will fail the install because of the second package with a vulnerability. This makes it impossible to use VS to update vulnerable packages as long as warnings are treated as errors

Desired Behavior

Ignore non-critical errors (like vulnerable package) when updating or installing packages in VS
