We have had some reports from customers that hm-config fails to even advertise over Bluetooth when helium has had outages.

Ideally with failures we should still advertise Bluetooth but provide a failure / error message later in the process

Additionally, it's not clear from the reports if Bluetooth was actually non functional or whether or was just the LED not flashing.
