Describe the bug

The diagnostics pyton unit tests are intermittemtly failing.
We need to disable those tests since the functionality is not used.

Fixes NVIDIA#1531

Skip `class TestInfoCollect` to avoid intermittent failures in the unit
tests given that the diagnostics feature is not maintained.
