Add UFS-WM support for MSU Hercules #18

MSU Hercules is available in pre-production use and will soon be transitioned to full production.

Capabilities to run the UFS-WM on Hercules are needed. This ticket address that.

There is already both an [issue|https://github.com/ufs-community/ufs-weather-model/issues/1732] and [draft PR |https://github.com/ufs-community/ufs-weather-model/pull/1733]on the UFS-WM repository to track this work.

This ticket is spack-stack based for all testing and modulefile updating.
