Test the ABI clear-sky DA in HAFS-JEDI

This is to document the test of ABI clear-sky DA in HAFS-JEDI.

First test will be conducted based on GSI diagfile and compare the difference between GSI and JEDI DA.

Second test will be in the HAFS-JEDI workflow to test the bufr file conversion.

Step 1 is difficult as the diagfile from GSI did not contain enough information for JEDI assimilation.
Step 2 works fine for channel 8, but there is a large difference in channel 10 DA in terms of obs that passed QC and the increment magnitude between JEDI and GSI, needs further investigation:
