Full end-to-end ledger testing

Background

Our app provides full ledger support for performing actions. We need to complete a full end-to-end test of a team that's fully using ledger for completing actions.

Acceptance Criteria

• Set up a new test ledger treasury with an account using ledger device
• Add 2-3 people with wallets that only have ledger authentication
• Test all key app actions using ledger
  • Creating all types of requests (payment, staking, unstaking, members, etc)
  • Voting on all types of requests
• Create GitHub issues for any bugs found and link them from this ticket
