Currently NoahMP writes LDAS at init time and there is not option to switch it off. The other HYDRO outputs are switchable.
Generally, it seems that an output file at t0 should not be the default. It has the potentialy to confuse users as the diagnostic states are mostly meaningless.
Expected Behavior
output files at t0 are default off and optionally on.
Current Behavior
LDASOUT output files at t0 are default on and there's no option.
I will say that it's desirable for downstream reasons to be able to have consistency in the number of outputs generated by the model under reasonable choices.

Possible Solution
A namelist option like the hydro namelist option
wrf_hydro_nwm_public/trunk/NDHMS/template/HYDRO/hydro.namelist
Line 74 in 9f5de37
Would be nice if this could work for both. (I think that is possible).
