Update the GALWEM-GE reader to handle the newly formatted GALWEM-GE files. Key specifications of the updated files include:

Resolution: 20 km
Number of ensemble members: 10
Forecast length: 16 days (384 hours)

Note: Fault tolerance and precipitation bias correction will be discussed as separate issues after resolving this issue.
