[RFE] Set Hired Doctors to a Minimum Education Level of College or Higher with Suitable Minimum Age Range

Brief Description of Enhancement *

With the education module now tracking the education level of personnel from the moment they join, this can lead to some incongruous education and age levels for personnel in highly skilled roles.

This RFE is to set minimums for the Doctor role for personnel hired from:

• GM hire/bulk hire menus
• Hire Personnel menu
• Personnel market

Doctors should at least hold a college level education, with a matching minimum age - somewhere in their mid-20s.

Use Cases or Rationale

1. Aims to improve immersion
2. Removes burden of manual editing of personnel for players
