[Issue] In Stratcon I received a "Failure to meet [Contract] requirements resulted in 1 minor contract breach" message

Brief Description *

While using Stratcon I got the "Failure to meet 3042 - FC - Klathandu IV Extraction Raid requirements resulted in 1 minor contract breach" on 3042-03-21.

From Discord, breaches shouldn't be tracked so this message shouldn't appear.

3. Steps to Reproduce

1. Load autosave for 20420320
2. Advance day
3. The error should appear. I reproduced it at least once.
