Prepare tuning of phase 2 algorithm to adjust weights for certain features.

The phase 2 algorithm will pairwise match features from a user's playlist with most accurate features (See Issue #50). However, there needs to be work done on adjusting this model so decisions aren't unfairly neglecting important features or being dominated by niche features.
