Item User deletes items when fed with the Vanilla Hopper

Describe problem (what you were doing; what happened; what should have happened):

I found this bug while playing SkyFactory 5, then tested it on a new instance with just Cyclic and FLIB.
The Item User deletes items when fed with the Vanilla Hopper, works fine with the Cyclic Wooden Hopper, Golden Hopper, and Item Cable.
This bug occurs in version 1.13.x of the mod. It does not occur in previous versions.
