Allow simplefog to be in primary or effects layer groups #67

Currently, simplefog (and the new simpelfogHUDControls) layer are within the Primary group with a configurable zIndex.

Allow the user to determine if they want simpleFog to be in the effects group (so can be above fog, lighting, and weather)
