Preferred compiler on the system used to build a given benchmark #522

Context: a low level dependence on El Capitan needs to be built with gcc, but we want to make sure that the benchmark itself is built with cce.

@scheibelp please feel free to fill in details here. Sounds like this is something we will need to circle back to this with @becker33.
