Requests to LC for bib citations?

Most other proposals include a section for requests to LC. Should this section be included in the bib citations proposals? LC would probably reject the use of annotations, but it might be worth requesting creation of a Citation class, etc.

IMO yes, we should request the Citation class and any associated terms. I'll go thru the various docs already published this week and compile into a manageable fashion -- then send to LC. Would you want to add a formal section to the bibCit rec, @timathom ? If not, I can add this as part of the compiling process.
